The 27-year-old’s contract with Young Africans expires in June, and he will join Rise and Shine as a free agent.
Midfielder Tlou Segolela and striker Esau Kanyenda are set to leave City during the current offside.
Polokwane City will take part in next seasons’ MTN8 cup competition after they finished in the top eight on the league table in the 2016/2017 season.
Ngoma is brought into the Limpopo side to bolster their midfield, with Segolela expected to leave.
“Ngoma’s deal is done. It’s a three-year contract,” a source told KickOff.
“He was here in the country for a medical recently, and now the paperwork has been done.”
