iLembe District Municipality revolutionises indigent services with digital management system

The municipalities set to benefit from this system include KwaDukuza, Mandeni, Ndwedwe and Maphumulo.

A digital management system is transforming the management of free basic services delivery to indigent households throughout the iLembe District Municipality.

Introduced in July, the system has replaced traditional paper records with automated digital registers for indigent households who qualify for free water, electricity and sanitation services.

Developed under the Vuthela iLembe LED Support Programme, the online system aims to bolster the financial management of municipalities within the iLembe district.

Its goal is to enhance their capacity to plan, finance, and oversee infrastructure investments and public service provision.

The municipalities set to benefit from this system include KwaDukuza, Mandeni, Ndwedwe and Maphumulo.

Since launch, more than 26 000 indigent households have already had their physical records verified and converted into digital registers, with 17 825 applicants approved across all five local municipalities – KwaDukuza (8 082), iLembe (1 247), Mandeni (1 345), Ndwedwe (527) and Maphumulo (6 624).

This secure, encrypted database is accessible online and streamlines the application and approval process for subsidy grants.

Applicants can submit supporting documents via mobile devices, which are automatically linked to their applications.

The Vuthela programme enlisted the expertise of Revenue and Utility Management Solutions (Rumas) to implement the project.

The system’s real-time data access and review capabilities ensure better revenue management, eliminating potential exploitation.
