National Commissioner appoints two Deputy National Commissioners

The National Commissioner of the South African Police Service (SAPS), General Khehla Sitole, is proud to announce two key appointments at top management level, that of the Deputy National Commissioner of Crime Detection and Deputy National Commissioner of Management Advisory Services.

Lieutenant General Lebeoana Jacob Tsumane is appointed as the Deputy National Commissioner of Crime Detection with immediate effect.

He retains the rank of lieutenant general. Prior to this appointment, Lt Gen Tsumane was the Provincial Commissioner of Free State, a post he held since 1 November 2016.

He joined the police on 17 November, 1981 and after completion of basic training in 1982, performed duties in the community service centre of the Brakpan Police Station in Gauteng.

From 1985, Lt Gen Tsumane worked in the detective field, garnering vast experience in various posts including as an investigating officer and as a commander at a number of detective branches and specialised units in Free State and Gauteng.

From 2001 to date, he held a number of management positions, including as Provincial Head of Detectives and Provincial Head of the Directorate for Priority Crime Investigation in Free State, Deputy Provincial Commissioner for Crime Detection in North West and Free State, Acting Provincial Commissioner in North West and Provincial Commissioner for the Free State.

Therefore, Lt Gen Tsumane brings with him a wealth of experience in both the crime detection and management environments.

He will report directly to the National Commissioner and will be responsible for the divisions Detective Services, Forensic Services and Crime Intelligence.

He has a National Diploma in Police Management and has successfully completed a number of management and leadership programmes.

Major General Francinah Ntombenhle VUMA is appointed as the Deputy National Commissioner of Management Advisory Services with immediate effect.

She is promoted to the rank of lieutenant general. Lt Gen Vuma, prior to this appointment, was the Component Head, Operational Support at the Division Protection and Security Services. Lt Gen Vuma started her career as a student constable, performing duties in the community service centre in KwaMhlanga Police Station in 1987.

She worked her way up through the policing ranks, serving in various posts in the financial, supply chain management, crime research and support environments between 1988 and 2010.

Between 2010 and 2017, Lt Gen Vuma served as the Head of Complaints Against the SAPS component under the SAPS Inspectorate and National Management Intervention, before assuming the post of the Head, Operational Support in the Protection and Security Services Division earlier this year.

She is an experienced administrator and senior manager in the organisation and will report directly to the National Commissioner, being responsible for the following Components – Organisational Development, Strategic Management, Programme and Project Management and Corporate Communication and Liaison.

Lt Gen Vuma has a Bachelor of Policing Practice Honours degree and is busy studying towards a Master’s Degree in Policing. She has successfully completed a number of management and leadership programmes.

On his appointment as the National Commissioner of the South African Police Service, General Sitole promised that the filling of vacant senior management positions would be prioritised.

General Sitole is confident that the appointment of these two seasoned senior managers, both experienced and skilled in their areas of expertise, will bring stability and leadership to the fight against crime and within the organisation.
