Traditional councils in KZN will soon control their own budgets, says Cogta MEC

Traditional councils in KZN will soon control their own budgets, with amaKhosi set to have full autonomy over their financial resources, amid other benefits.

This was announced by Co-operative Governance and Traditional Affairs (Cogta) MEC Reverend Thulasizwe Buthelezi after a meeting with the KZN Provincial House of Traditional and Khoi-San Leaders’ executive committee in eShowe on Friday.

The new policy directive will come into effect on 1 April next year.

In his budget speech last month, MEC Buthelezi said the department has earmarked funding of R30-million in the current financial year under the amaKhosi Rural Economic Development Programme.

“The days of Cogta dictating to amaKhosi how resources should be used are long gone. amaKhosi are leaders in their own right, and have the sovereignty and wisdom to handle matters pertaining to their traditional councils,” said Buthelezi.

“To support this transition, the department will provide accounting staff to work closely with each traditional council. These professionals will ensure robust financial systems are in place, promoting transparency and accountability.”

Buthelezi also announced an initiative to improve the welfare of amaKhosi and their families. His department has been directed to implement processes that will provide amaKhosi with medical aid benefits similar to those enjoyed by other office-bearers.

This initiative reflects the MEC’s dedication to ensuring traditional leaders are accorded the respect and dignity they deserve.

“It is a travesty that amaKhosi have not been recognised on par with other office-bearers. This is something we are adamant about changing.”

Buthelezi also announced a special support package for amaKhosi, saying each iNkosi will receive a framed marquee that can accommodate 200 people, 100 chairs, and a cold room.

“I firmly believe the department’s role is to support and empower amaKhosi, ensuring they have the resources and respect necessary to lead their communities effectively,” said Buthelezi.
