RESUMPTION of the Port Control Tower upgrade, scheduled to start this week, has been delayed and the construction team is now set to be on site only in April.
The Transnet National Ports Authority project has a long history of design challenges, construction flaws and contractual issues since the revamp tender was first awarded in 2014.
Cost of what should have been a relatively simple 12-month upgrade project, which includes an additional storey, has escalated over time from R26-million to around R31-million.
With the project having commenced and then halted, the interior of the building was completely stripped, which meant port control staff had to be relocated to the small craft harbour.
With the construction site road boomed off for safety reasons, it has also denied access to the city’s most popular tourism lookout point, overlooking Alkantstrand and the harbour.
