KING Cetshwayo District Municipality‘s integrated development plan (IDP) was named among the top 10 in the province for the 10th consecutive year.
The award was presented at the KZN Department of Cooperative Governance’s (CoGTA) ‘Back to Basics’ launch last week.
The district also excelled in their implementation of the Back to Basics programme and shared the award for the ‘best financial viability key performance area’ IDP category with Msunduzi Municipality.
uMlalazi and uMhlathuze municipalities also received top 10 awards.
In her address, KZN CoGTA MEC Nomusa Dube-Ncube issued a stern warning to councillors, saying they will be held personally responsible for their municipalities’ wasteful expenditure.
Dube-Ncube believes that wastage of ratepayers’ money as a result of councillors neglecting their oversight role, must be recouped from those councillors.
‘The Back to Basics programme is clear. Municipalities must focus on their core mandate which is to provide services to communities.
‘This includes developing and maintaining key infrastructure. Each council must ensure oversight over every cent and that all decisions are in line with the legislative framework that governs local government,’ said Dube-Ncube.
‘One of the things that negatively impact on our municipalities’ service delivery performance and long-term sustainability is councils’ failure to plan adequately and to invest in their own internal capacity so that they would not have to rely on outside consultants.’
