uMKhanyakude District under administration

COGTA MEC Nomusa Dube-Ncube said the municipality's management persistently failed to implement policies and procedures, leading to unauthorised, fruitless and wasteful expenditure.

 

UMKHANYAKUDE District Municipality has become the latest KwaZulu-Natal municipality to be placed under administration. COGTA (Co-operative Governance and Traditional Affairs) MEC Nomusa Dube-Ncube made the announcement at a media briefing yesterday.

Through COGTA, the Provincial Executive Council has assumed all powers and responsibilities of the Mayor, Municipal Manager and council and appointed Bamba Ndwandwe as Administrator.

‘At a service delivery and political level, the municipality is functioning well. Currently there are big water and infrastructure projects underway and reservoirs are being constructed which are close to completion. These water schemes will catapult water provision to almost 90% of its citizens and this positive news is inspiring. However, on the operational side the municipality has deteriorated to the extent that operations are close to grinding to a halt’.

Dube-Ncube went on to say the municipality’s management persistently failed to implement policies and procedures, leading to unauthorised, fruitless and wasteful expenditure.

Although cost cutting measures were introduced in January, this yielded no results due to a lack of commitment by senior management. Dube-Ncube also said uMkhanyakude took too long to implement its Back to Basics programme.
