Empangeni masterplan falls by the wayside

WASTEFUL expenditure by the City of uMhlathuze has been brought to the fore as the Zululand Observer investigates two major project designs the city funded yet never implemented.

In 2013 the city awarded a tender to a Durban based company, Urban Designs Studios, to draw up a CBD Masterplan for Empangeni.

The plan focused on the revitalization of Empangeni’s Central Business District including the upgrading of the A Taxi Rank (Boxer), additional public transport facilities, creation of an internal circulation system, the development of recreational areas within the CBD, the creation of a Market and Civic Square with a Main Public Square and the introduction of a Main Boulevard.

A former city employee told the ZO that a team, consisting of engineers, quantity surveyors and architects from Urban Design Studios undertook the project over a number of weeks in the area.

‘They were paid a ridiculous sum of money; they charged by the hour and if I recall correctly, they were here for almost three months designing and working on this plan,’ said the ZO source, who preferred to remain anonymous.

The masterplan also included the creation of an internal circulation system which identified pick-up-and-go areas which were highlighted through the main routes of the CBD as to ease traffic flow and facilitate movement – PHOTO: Sourced
