Cops Shock Drivers By Giving Them Ice Cream Instead of Traffic Tickets

Cops in Halifax spent the day handing out ice cream cones to drivers they pulled over for alleged driving infractions. It's their way of being proactive about policing. Instead of tickets, the drivers and passengers rode off with smiles.
