There are too many roller bins

I would like someone to explain to me why it is that even a small flat - one bedroom as an example - has to pay for a roller garbage bin at R129 plus GST, which adds up to R146 per month, when, at the very most, one black bag of rubbish is produced weekly.

These bins hold approximately six black bags each.

My complaint comes in because the building I live in has 10 flats and, among those 10 flats, the maximum of garbage generated would fill maybe four bins, but we are still charged for 12 bins (should be 10 bins, not 12).

Four of the flats are used by working people, three of the four flats have single occupation and the rest are occupied by retired pensioners who create very little garbage. The unnecessary charges for all the unused bins are creating a monetary burden on the elderly with limited incomes living here, as well as taking up our limited storage area.

No amount of talking to the departments concerned has been met with any suggestions as to a solution to this situation.

The explanation given is that every registered ratepayer has to be charged for a roller bin, whether it is required or not.

I accept that every free standing house/town house needs a bin, which is neater and easier to use, but a building – or even a business – should be allowed to decide on how many bins are needed and then be charged accordingly.

could some senior official kindly look into this situation and find a way for us to get back to paying for the use of, at the most, five bins. Five bins already amount to a

bit more than we paid before the roller bin ruling was introduced.
