I have a concern regarding the wheelie bin that we are supposed to put outside so it can be collected.

They are supposed to collect it on Thursdays in our area, but they collect it whenever they feel the need to, so we can never be certain when they will arrive.

I had a bin of my own but it was stolen, so I started removing my own refuse and taking it to the dumping site.

And then I still need to pay for refuse removal on my monthly bill.

Why? I am not interested in getting another bin, so why must I still pay for a service I’m not using?

If I do get another bin and that one also gets stolen again, it will be my problem to replace it.

In that case, it’s better if I take it to the dumping site myself.

There are still people who put their black bags outside and as we can clearly see, they do not collect it anymore.

Which means that, one of these days, Springs will be one big dumping area.

Why must we pay for refuse removal if there is nothing to remove?

Themba Gadebe, spokesman for the Ekurhuleni Metropolitan Municipality, says the refuse levy is not only for the removal of the refuse but also includes other costs such as the land-filling cost, removal of dead animals, litter picking services and the removal of illegal dumping.

The by-law states that Waste Removal Services are responsible for collecting refuse.
