One of the men was shot in the head while the other was shot in the chest.
Ramphora says the group, who are also believed to be illegal miners, then dispersed and disappeared between the shacks.
Community members informed police about the shooting.
The men, aged between 25 and 30, were declared dead on the scene by paramedics.
Ramphora says cases of murder have been opened and investigations are continuing.
