‘CoJ will be undertaking a citywide audit’ – Herman Mashaba

Mashaba announces City wide audit.

The City of Johannesburg revealed that road fatalities on the City’s roads had been reduced by 29% in comparison to December 2017 statistics last Monday at the New Council Chamber in Johannesburg due to the increased vigilance courtesy of Operation Buya Mtheto.

Chief of Police, David Tembe, also announced that road accidents in the City had also decreased by 28%. While the COJ has seen an improvement in road safety, there were also a number of traffic violations reported. Soweto’s top three arrest numbers are 77 arrested for driving under the influence and one person was arrested for the possession of a stolen vehicle.

Reckless and negligent driving continues to plague the City’s roads and Chief Tembe has promised an increase in the number of speeding cameras around the City’s various regions. Tembe also took the opportunity to report on Operation Buya Mtheto’s successes over the month of December 2018.



Operation Buya Mtheto helped the COJ recover a total of over R118million in revenue in the month of December alone. COJ Executive, Mayor Herman Mashaba has promised a clampdown on illegal connections in the City.

“Lots of people are stealing our services, just in December alone R118 million worth of services were stolen by our residents working with corrupt officials and I can assure you this is the tip of the iceberg…I need an audit of every house, every building and every piece of land in this City,” Mashaba said.

The mayor said he was aware of a scheme tampering with residents’ service accounts that sometimes led to the City owing residents money and not vice versa. He has urged residents who have been affected by this scheme to come forward prior to the Citywide audit.

“To our residents who have participated in this scheme, come out or we are coming for you!” Mashaba said sternly.

Tembe revealed that the City would be undertaking phase two of Operation Buya Mtheto where they will be taking the City back block by block.

“Now we want to take the City block by block in terms of our by-laws and all those people that will be [found to be] connecting electricity illegally [will be brought to book] starting this month,” he elaborated.

Mashaba has reiterated his dispensation’s commitment to working with the national government in order to ensure a City that works for those who live in it.
