IDP for Ward 18

Residents are urged to send their requests by Friday.

A community meeting was held with Ward 18 residents and councillor Peter Rafferty on Sunday where they discussed an Integrated Development Plan (IDP).

Rafferty went over the 2013/2014 plan as the meeting was poorly attended by residents.

Attendees came to a consensus that input for the years to follow should reach council by October 30 as it needs to reach relevant parties by month-end.

Priorities that arose for 2013/2014 in the following categories were:

Housing

– Refurbishment and upgrading of all council owned stock  
– Repairing of parking areas at council owned stock flats
– Refurbishment of provincial owned flats in Extension One and Three
– Mixed housing development on between Circle and Milnerton  and also between Cavendish and Milnerton- stand number 6059 and  6084.

– Continuation of section title scheme.

– Upgrading of storm water drains in Ext. 1 and 4

Upgrading of provincial stock has been rolled out already where flats have been upgraded.

Bulk infrastructure will commence in July 2016.

Refurbishment is to take place before title deeds are issued, this process has been initiated.

Infrastructure and development

– Paved sidewalk between Cavendish and Circle Road
– Installation of footbridge over the Main Road between the police station and Eldorado Park Secondary.
– Public lighting on the N12 between Golden Highway along the Eldorado Park and Nancefield area.
– Re-tarring of Oranjezight, Heerengracht streets in Extension Four and Boloberg Street in Extension Two
– Installation of a garden site at Corner Num Num and Kremetart streets in Extension Three
– Reinforcement of fence at the Good Sheppard
– Development of taxi hub and Linear market in Extension Five central business district (CBD).

Heerengracht Street was re-tarred by was damaged by the problematic sewer system.

Health

– Development  hospital on stand 4793 Extension Four as envisaged over the years, alternatively utilize site for mixed housing.
– Additional nursing staff for the Extension Two Clinic as it serves four wards, they can be moved once the  clinic in Freedom Park is completed.

The clinic in Freedom Park is now operational.

Environment

-Develop open space between Alberg and Heerengracht streets in Extension Four between the hardware and swimming pool.
– Development of community gardens in all extensions.
– Beautification of open spaces along the stream next to Civic Centre
– Upgrading of storm water drainage system along Boeing street Extension One.

A community garden in Extension Four has been  developed where the community grows their own vegetables.

Community development

– Development of a multi-purpose centre on stand number 4061
– Construction of roads and parking for the Extension Two Swimming Pool.
– Construction of toilets at the Extension Six soccer grounds for the public
– Upgrading and repairs of high mast lights at Extension Six soccer grounds.
– Repairing of parking at JD Opperman Centre.
– Development of a soccer pitch on stand number 3588, Extension Two

Public safety

– Reintroduction and training of scholar patrol programme.
– Repair of public lighting along Boundary road.

-More fire engines and ambulances for the Freedom Park Fire Station. The fire station services areas from Lehae, through Bushkoppies, Slovo Park, Nancefield, Eldorado Park until a certain part in Ormonde.

Residents have formed their own scholar patrols.

Transport

-Development of a taxi stop at corner Main and Concord roads.
-Speed humps on Kremetart road in Extension Four.

-Rea Vaya route to be extended to Union Road to Johannesburg CBD.

Petitions have been signed to have traffic calming zones in busy roads like Union Road.

Residents who attended the meeting raised concerns like healthy governance and opportunities for youth.

Input

-Initiatives to address youth and unemployment

– Feedback on the 2013/2014 IDP and reasons for some of the projects not being initiated

– Small scale manufacturing

– An open process for future projects and IDP that should be made available through media

Residents are urged to provide their input to Rafferty by contacting him on 073 368 6948 or go to his office in Extension Five by October 30.

A follow up session will be held on November 8 at 3pm and residents are urged to attend the meeting.
