A violent protest broke out after the ward 68 councillor, Lynette Pretorius opened a case against residents for intimidation.
Residents from mothers to the elderly were among those arrested, last week.
They appeared briefly in the Brixton magistrates court and the case was dismissed.
Counter cases have been opened against the councillor according to residents.
Residents have blockaded the roads to show their frustration against the poor service they are receiving from Pretorius.
They are calling for the removal of the councillor after the leadership of the DA addressed residents of their concerns.
Motorist are urged to avoid Nasrec Road as residents are burning tyres on the road.
