Minister Motshekga’s matric results report

The NSC examination results are one of the most important barometers to evaluate progress made by Government in the aforementioned.

Basic Education Minister Angie Motshekga said her department is increasingly prioritising interventions and policies that target and improve the quality of learning and teaching, plus implementing accountability systems to ensure that quality outcomes are achieved.She said ambitious policy shift by the government, combined with the efforts and commitments of thousands of people who work at schools are paying off.

Motshekga said the class of 2016 has recorded the highest enrolment of Grade 12 learners in the history of basic education in the country.

“The total number of candidates who registered for 2016 was above 828 000, comprising more than 670 000 full-time candidates and 153 000 part time.

“From this figure, more than 610 000 full-time candidates wrote and 107 000 part time candidates wrote the National Senior Certificate exams,” she said.

With Umalusi having declared the results 2016 NSC exams as fair, valid and credible, Motshekga announced the long-anticipated results.

In 2016, the department recorded the largest number of progressed learners since the policy was promulgated in 2013.

More than 108 000 registered progressed learners (these are learners who are over aged and have failed Grade 11 more than once).

Of these progressed learners, 3,335 admissions to bachelor degrees, more than 12 636 diplomas, more than 13 000 higher education and more than 2, 361 distinctions were produced.

“One of the key areas in 2015 was to encourage provinces to progress or condone learners who have repeated Grade 11 more than once and who are over aged.

“And give them extra support to seek for Grade 12 NSC, allow them to modularise if they can’t cope with six subjects – meaning that they wrote part of the subjects now and complete what remains in June 2017,” she said.

Motshekga said: “Failing learners doesn’t help them but supporting them in areas of their weaknesses helps them progress.”

She said many of these progressed or condoned learners would’ve been school dropouts had they not been supported.

Provincial pass rates without progressed learners:

  • Free State 93.2% (the first province to break the 90% threshold since NSC introduction nine years back)
  • Western Cape 87.7% – declined of 0.3%
  • Gauteng 87% – increase of 1.1%
  • North West 86.2% – increase of 9%
  • Northern Cape 82.2% – decline of 1.8%
  • Mpumalanga 81.3 – decline of 0.8%
  • KZN 69.5% – increase of 7.9%
  • Limpopo 68.2% – decline of 3.5%
  • Eastern Cape 63.3% – increase of 1.1%

The 2016 matric pass rate without progressed learners is 76.2% and stands at 72.5% with progressed learners.

Learners who qualified for admissions to bachelor degree are more than 162 000, qualified in bachelor 179 000, higher certificates are more than 100 000 and NSC pass are 68.

A total of 158,160 distinctions in maths, science, accounting, economics and other subjects were obtained.
