An independent structural engineer from Martin and Associates testified about possible non-compliances which led to the collapse. He highlighted that a number of columns were not parallel or square to the grid layouts. There was missing reinforcing to column six and its footings. Certain column slots were either modified or cut through to accommodate roof rafter beams. The size and number of fasteners used by the contractor to fasten the concrete tilt-up panels were incorrect in size and number. Various other construction workmanship and design issues came under scrutiny.
