A HOUSE on the Bluff which was suspected as the base for the operation of an illegal business was visited by the South Durban Basin ABM in partnership with various line departments in an enforcement blitz on Friday, 29 Janaury.

Illegal panel beating, spray painting and mechanics have been an ongoing activity in the South Durban Basin area.
This has not only impacted negatively on the health of the residents but also affected the natural environment.
“Local residents were furious about these illegal activities which affect their health while also causing noise pollution in residential areas. The volume of pollution generated through these activities have also impacted negatively on the environment,” said SDB social development co-ordinator Anitha Govender.

The blitz was a mitigation measure, with various line departments and enforcement agencies in attendance with the aim of ensuring community safety. The owner of a Treasure Beach house has been conducting illegal panel beating and spray painting business without abiding by municipal bylaws. Fines were issued by both the Environmental Health Department and the Development and Planning Enforcement department of eThekwini for non-compliance with the city’s bylaws. This matter has been ongoing for the last few years, with the home owner continually failing to comply with the bylaws. As a result, departments were forced to take the matter further. The city’s SDB ABM team said the matter will now be taken to the High Court.
According to Anitha Govender from the Ethekwini Municipality SDB ABM office: “As an ABM office we are mandated to co-ordinate and facilitate these enforcement blitzes and to ensure council bylaws are adhered to. Businesses which operate outside the bylaws of the city will be dealt with through the enforcement agencies and the legal process.”
Abdull Domingo, senior manager for enforcement and prosecution in eThekwini Municipality said these blitzes are extremely important when dealing with stubborn offenders who ignore the law and have total disregard for the community in their neighbourhoods. “These blitzes also send a positive message to offenders that the officials of the city are serious about enforcement and prosecution,” he added.
