I suggest the Johannesburg City Council considers the following ways to make the city cleaner:

1. Place large, unbreakable dustbins in dirty public areas and empty these bins often.

2. Increase penalties for dumping, littering and non-compliance with city health laws.

3. Pass a law compelling vendors who sell in a public place and shops who have any entrance(s) that open onto a public place, to stamp all boxes and containers in which goods for resale are bought, with the name of the vendor/shop in black unwashable ink. Thus any boxes found dumped in a public place can be traced to their owners.

4. Pass a law compelling shops to have a certain volume of covered dustbin space per square metre of shop space and that the dustbin(s) be kept on the premises (indoor/outdoor) of the shop.

5. Pass laws authorising City Health Officials to impose heavy penalties for non-compliance with health laws and even to close down shops for repeated offences.
