Government of local unity announces new board and chairpersons of municipal entities

The executive mayor has directed the newly appointed boards and chairpersons to immediately hit the ground running as the role they have assumed is one that requires commitment, selfless service and ethical conduct.

The executive mayor of the City of Johannesburg and leader of the Government of Local Unity, councillor Geoffery Makhubo, announced the board and chairpersons of municipal entities in the City on March 11.

At the 19th Annual General Meeting of the City at the Roodepoort Theatre, reports and resolutions of the various boards were presented, including a presentation by the Auditor-General on the finances of the City for the financial year that ended on June 30, 2019.

The executive mayor has directed the newly appointed board and chairpersons to immediately hit the ground running as the role they have assumed is one that requires commitment, selfless service and ethical conduct.

“Municipal entities are critical vehicles for service delivery in the City and their functioning is critical in ensuring that the City achieves the objectives set out in the Growth and Development Strategy 2040 of the City.

“The entities must execute their responsibilities diligently, protect and use the finances of the entities for the purposes for which they have been allocated and in line with the applicable laws that govern the management of municipal finances and desist from engaging in tasks and responsibilities that are not in line with their appointments as non-executive board members,” said Makhubo.

The newly appointed chairpersons are:

• Johannesburg Social Housing Company – Zithulele Dlamini

• Johannesburg Roads Agency – Dr Albert Mokoena

• Metrobus – Thapelo Mkhwanazi

• City Power – William Mathamela

• Johannesburg Water – Sibusiso Buthelezi

• Pikitup – Getty Simelane

• Johannesburg Development Agency – Papi Kganare

• Joburg Market – Simon Carl Clarke

• Johannesburg Property Company – Caswell Rampheri

• Metropolitan Trading Company – Chinelle Stevens

• Joburg City Theatres – Desmond Ndzipho

• Johannesburg City Parks and Zoo – Mahlubi Madela

• Johannesburg Tourism Company – Adv Cawekazi Mahlati

Makhubo also welcomed those who are returning to the City and those who served the City and thanked the outgoing non-executive board of directors for serving the entities selflessly.

A report presented by Msizi Mavundla from the office of the Auditor-General indicates that only two of the 13 entities received a clean audit in the 2018/19 financial year. “We hope that the entities will work tirelessly to turn the situation around and bring back good governance in the City of Johannesburg and reprioritise the delivery of services.

“The boards of entities should focus on service delivery, preservation to build shareholder value and the sustainability of entities,” said Makhubo.

The Annual General Meeting considered directors’ report, the social and ethics committees report, the annual financial statements and the audit committees’ report of the City of Johannesburg for the 2018/19 financial year. The office of the Auditor-General also recommended that the management should strengthen the internal controls relating to the preparation and review of annual financial statements and annual performance reports to ensure that the reports are free from material misstatements.
