Abraham Jordan (46) was collecting scrap metal when he discovered a baby dumped in a plastic bag inside a skip bin in Bellavista at about 4am.
He put the plastic bag on the side of the skip bin because the rats were eating the body of the baby.
He is very shocked as a resident of Bellavista.
Booysens Police are on the scene.
