THE new dispensation regarding the e-toll tariff system aims to increase compliance with the controversial tolling system.
According to the Frequently Asked Questions released by Sanral, scrapping the system is not an option.
The Gauteng Advisory Panel reportedly did not recommend the scrapping of the system, but recommended that elements be reviewed to address the negative impacts.
The new dispensation outlines a hybrid funding model which includes reduced tariffs and contributions by national and provincial branches of government. The proposed reviews to the system will take some time to implement, because administrative, operational and legislative changes will have to be made.
The changes are planned to take place over the next 18 months and the details will reportedly be communicated to the public through media and direct correspondence to registered customers.
Changes to the system will take place in phases. The first phase is planned for the next 10 to 12 weeks and will involve the announcement and gazetting of monthly caps and single tariffs.
In the next three to four months, Sanral will announce outstanding debt payment arrangements and discounts. The prohibition of issuing vehicle licence discs due to unpaid fines will be implemented and gazetted in the next six to 18 months, as will the infrequent discount regime, new cap for existing customers and SAPO and licensing office integration.
The phase by phase roll-out is reportedly due to the technologically dependent system, which will require software changes and systematic reconfigurations.
