Dos Santos succeeds to prevent outdoor advertising application

"I would like to thank all those that assisted with the objection letters. Thus far we have been successful with the several attempts to have a billboard erected along Columbine Avenue" - Ward 54 Clr Dos Santos.

APPLICATION for approval of an advertising sign in terms of section 32 of The City of Johannesburg outdoor advertising by-laws – Ref N-0348-KA.

As the Ward Councillor for Ward 54, which includes Suideroord, I object to the proposed outdoor advertising sign at Road Reserve in front of ERF 70 Suideroord, facing Columbine Avenue near Swartgoud Street intersection, for the following reasons:

Suideroord is a residential area; the billboard is not conducive to the area; there is no need for additional signage in the area; the dimensions are too large for a residential area – 3m x 6m; road side advertising averts drivers’ attention. Columbine Avenue is known as a high accident road and a billboard is better placed in a business node, and such outdoor advertisements are not conducive to a pleasant, stress-free environment among other important reasons.

In terms of the “Outdoor Advertising – Application Procedure” as seen on www.joburg.org.za noted under Section 2: Signs in terms of Section 24: “Billboards” states the following, with my notes following:

1. “A public notice must be published once a week for two consecutive weeks in two local newspapers for the following category of signs”. No proof issued.

2. “Copy of 2nd notice published in newspapers as per – Schedule 1” cannot be provided if no second notice had been published.

Further to this I see no notice on the ERF as it is required on a A1 Paper in at least two official languages.

In terms of the “Outdoor Advertising By-laws” Section 32 (5):

1. “The Council may if the proposed advertising sign will be visible from any property used for residential purposes, require the applicant to notify the owner of that property in writing of the application and obtain his or her written comments on the proposed advertising sign”.

The advertising sign or billboard will be visible to numerous residential properties and it is my view that all property owners should be advised of such application in writing, containing the locality plan and artists impression.

In conclusion, hereby accept the above objection regarding your application.
