New speed limits and retesting proposed in traffic law amendment

JOHANNESBURG SOUTH – Minister of Transport Dipuo Peters intends to amend the National Transport Traffic Regulations, 2000, and, acting in accordance with National legislation, is asking for comments from the public.

Three regulations are proposed to be amended by the minister. Among the proposed amendments is regulation 292 which refers to the general speed limits used on South African roads. According to the proposal; the new speed limit for public roads in urban areas will be 40km/hr, roads outside of urban areas will be limited at 80km/hr, and the speed limit for freeways will be 120km/hr excepting freeways that pass through residential areas which will adhere to a 100km/hr limit.

Two regulations have been proposed to be added to the roll. 107D is a new regulation offered by the minister which plans to require drivers to pass an evaluation administered by an examiner before renewing their driving licence card. Drivers attempting to renew their licence will have to pass a practical test with an examiner, so they can prove that they are able to drive the class of motor vehicle to which their application relates; know and understand road traffic signs, and have a sound knowledge of the rules of the road. No applicant would be required to undergo a written test.
