What about the piles of leaves?

I want to submit a complaint about the terrible state of Rosttenville and surrounding areas.

Year after year we go through the same issues of disgusting service lanes and piles and piles of leaves, that even when picked up and bagged by the public are ignored by Pikitup trucks, left on the sides of the roads and posing a huge danger to both the residents and drivers. We have had numerous hijacking and housebreakings due to people hiding in bushes in service lanes or huge piles of leaves on pavements.

Is there no one responsible for the cleaning of this? If so, where are they? And what do we pay City Council for? This is a yearly fight with people ending up burning bushes and leaves causing house fires and car fires, asthma attacks and painful headaches from inconsiderate neighbours burning leaves.

What do we do? Where do we complain? And is it even worth trying? No one is bothered with helping or even giving direct answers.
