Surely Transnet must fence railway line?

These children and animals have no regard to safety, after all they are just innocent children.

I am concerned for the safety of children and animals in the Warner Beach and Winkelspruit area as the railway has no proper fencing to keep them away from the tracks.

These children and animals have no regard to safety, after all they are just innocent children. They can be taught not to go onto the tracks but animals, both pets and wild, cannot be told not to play on the railway line.

Surely Transnet has an obligation to fence the railway line properly in built-up areas?
