Why not fine illegal sign posters?

I physically remove as many as I can, but my question is – as they are illegal, why does council not simply contact the cell number so prominently displayed on these signs, and warn the offender to immediately remove all his signage or fines will be imposed?

EDITOR – We have a signage department in our municipality, whose staff regularly travel around Toti, removing illegal advertising signs off every robot, lamp post and so on.

Within a few days of their removal, prolific new tar and paving signs are up again, seemingly with absolute impunity.

Now several different tar and paving charlatans have jumped on the bandwagon, putting their signs up in competition, resulting in Toti looking like a tatty garbage dump.

Why is this route never an option, and why does council never tire of removing the same signs month after month?
