Stumped over refuse bag fiasco

The issue of the orange bags, which are no longer collected, save once when they said they had finally sorted out their problems.

EDITOR – I am stumped.

Householders dutifully place their refuse in the black bags provided at a designated place on the sidewalk, on a specified day, for collection by DSW.

Before the refuse is collected, the ‘pickers’ descend on those piles to break them open so they can rifle through them for items of interest. Regrettably, the pickers cause a lot of mess before they leave.

The issue of the orange bags, which are no longer collected, save once when they said they had finally sorted out their problems. The trouble now is the ‘owners’ have discharged their responsibility by leaving the orange (or black) bags at the designated spots and also in front of somebody else’s property, and, even though they can see the bags are not collected, the owners mostly do not feel duty-bound to pick up their own rubbish.

It is no longer their responsibility. This is unacceptable.

I am looking forward to the responses, if any.
