SIU probes construction of KwaNzimakwe Library

SCH Local News | The Special Investigating Unit's (SIU) investigation is set to look into the construction of the library in KwaNzimakwe.

The Special Investigating Unit (SIU) is scrutinising the construction of the KwaNzimakwe Modular Library, just outside Port Edward.

The SIU was recently authorised by President Cyril Ramaphosa to investigate the KZN Department of Sports, Arts, and Culture for allegations of corruption and maladministration in the construction of nine libraries and the supply of books.

The libraries are KwaNzimakwe, Dukuduku, Nibela, Kwankosi Khumalo, Kwakhetha, Mpembeni, Ntunjambili, Donny Dalton, and Mfekayo.

In a statement, the SIU said Ramaphosa signed Proclamation 160 of 2024, which authorises it to investigate allegations of serious maladministration and corruption in the affairs of the department.

The SIU said the proclamation covers allegations of unlawful and improper conduct that took place between January 1, 2020 and March 28, 2024.

“It’s to recover any financial losses suffered by the state or the department. Proclamation 160 of 2024 authorises the SIU to probe the procurement of and contracting for the construction of the libraries and the panel of book suppliers,” said the SIU, adding that it will also investigate any unauthorised, irregular, fruitless, or wasteful expenditure incurred by the department’s employees.

The SIU added that the scope of the investigation will also cover any unlawful or improper conduct by department officials or employees.

It said service providers will also be investigated to ascertain unlawful appropriation or spending of public money.

Also, the SIU is empowered by the SIU Act to institute civil action in the High Court or a Special Tribunal, to correct any wrongdoing uncovered during its investigation.

It will also identify system failures and make recommendations for improvements to prevent future losses.
In Ray Nkonyeni Municipality’s final annual report for the 2021/2022 financial year, it said the KwaNzimakwe Modular Library had been completed, adding that it had a cyber cadet and free internet access to the public.
