Demarcation Board rejects proposal to move Hibberdene

According to the Board, the proposal does not meet demarcation criteria.

The Municipal Demarcation Board (MDB) has rejected a proposal to incorporate upscale Hibberdene, Woodgrange and Intaba into the sandy Umzumbe Municipality.

The MDB’s outcome on the process was released last week, and stated ‘the proposal does not meet demarcation criteria’.

In 2023, the MDB received 228 proposals across the country, with KZN receiving 90 proposals, making it by far the province with the highest number of submissions.

According to the MDB, Umzumbe Municipality made an application in December 2022, to incorporate the three areas in its municipality.

The proposal faced stiff opposition, with Ray Nkonyeni Municipality saying that the suggested demarcation would create a serious burden on Umzumbe Municipality, as it would have had to establish refuse removal services, a landfill site, and electricity, town planning and law enforcement units as it currently did not provide these services.

At the time, Umzumbe Municipality had welcomed the proposal saying that the communities of Hibberdene, Intaba and Woodgrange would have received more attention from it as they would have been the only urban areas in the municipality compared to RNM.

The proposal was also rejected by Hibberdene residents.
The MDB’s findings on the proposal were rejected and closed recently.
