ANC expels Umzumbe Municipality speaker

In August, ANC KZN secretary Bheki Mtolo announced the suspension of Maphumulo's ANC membership, saying that the decision came after the ANC Provincial Executive Committee received a report on his alleged conduct which was interpreted as in defiance of the ANC's decisions, especially in ANC council meetings.

The ANC in KwaZulu-Natal has expelled the speaker of Umzumbe Municipality Council, Sibonelo Maphumulo who was also the councillor of Ward 11 within the municipality.

Maphumulo’s expulsion was announced by the ANC KZN secretary Bheki Mtolo during a virtual media briefing on Wednesday (December 13).
In August, Mtolo announced the suspension of Maphumulo’s ANC membership, saying that the decision came after the ANC Provincial Executive Committee (PEC) received a report on his alleged conduct which was interpreted as in defiance of the ANC’s decisions, especially in ANC council meetings.

Mtolo said ANC structures marched to the provincial office in protest against Maphumulo’s conduct.
“After the PEC decided to suspend his membership, Maphumulo was subjected to a fair disciplinary process. As an officer bearer, he was charged with (among other things) acting in breach of the membership oath; failing, refusing or neglecting to execute or comply with any ANC policy, or standing order; undermining the respect for or impeding the functioning of any structure or committee of the ANC; prejudicing the integrity or repute of the organisation; creating divisions within its ranks or membership; doing any other act which undermines the ANC’s effectiveness as an organisation,” said Mtolo.

He added that based on the overwhelming evidence presented by witnesses during a disciplinary hearing, Maphumulo was found guilty on all the charges.

He said they are publicly announcing and informing all ANC members, communities of Umzumbe Municipality and residents of Ward 11 Umzumbe, in particular, that Sibonelo Maphumulo has been expelled from the ANC with immediate effect.
Mtolo said the next step would be to inform the Independent Electoral Commission (IEC) that Maphumulo can no longer occupy the seat of the ANC in Umzumbe and therefore a vacancy should be declared.

“Since Maphumulo was a ward councillor, the ANC will deploy a councillor who will serve the people of Ward 11 while we prepare for a by-election that the ANC will win decisively. The ANC caucus of Umzumbe will be informed and be allowed to elect a new Speaker and we expect maximum discipline since any form of ill-discipline and defiance will be met with the harshest punishment,” said Mtolo, adding that they are prepared to go to by-elections in Umzumbe.
