ELM launches programme to accelerate service delivery

VEREENIGING. - The Mayor of the Emfuleni Local Municipality (ELM), Cllr Sipho Radebe, recently launched the Focused Service Delivery Programme (FSDP).

The ceremony was held at the Dick Fourie Stadium in Three Rivers. The event was led by the MMC for Public Works, Vincent Jones.

Speaking during the launch, Cllr Radebe emphasised the importance of delivering better services to the people of Emfuleni. The launch follows the adoption of the IDP and Budget for the medium term period. According to Cllr Radebe, the programme was developed by MMC Jones in April, together with other divisions within the ELM.

The team led by Jones has taken the shape of a Mayoral Sub-Committee on Service Delivery. “I am encouraged by the initiatives that are led by the service delivery departments of the institution.”

Cllr Radebe says the team’s main function is to provide quality sustainable basic services and enhance revenue.

“The programme will resume this month and focus on large power users, water, electricity and roads, billing challenges and illegal connections.

“The municipality will formalise these clusters and teams that are service delivery oriented.”

Cllr Radebe said the ELM is aware that resources and capacity are often cited as obstacles when it comes to service delivery. “The approach we are taking is to depart from thinking long term and attending to critical priorities now.

“This team will become a Mayoral Sub-Committee on Service Delivery. The Council structures respond to a call to action.”

Cllr Radebe states that the service delivery programme will cover all Emfuleni areas with the help of the Provincial and National Government and will accelerate improvements in all areas, especially those affected by sewer blockages.

“Government has also begun with roads rehabilitation in many parts of Emfuleni. These highlights of service delivery will be escalated in the coming weeks.”

“The rollout of the programme is intended to integrate the Ntirhisano Programme and create synergies on the sharing of resources and planning together for a bigger impact.

“The above programme is part of the urban management plans. The EXCO is currently looking at the Service Delivery and Budget Implementation Plans (SDBIP) which will lead to an adoption of a refined execution plan that will see Emfuleni change for the better.”
