Dyakala also faces fresh disciplinary allegations over and above existing charges due to his repeated and extensive media comments defaming Municipal Manager Lucky Leseane on as-yet unsubstantiated allegations of corruption.
The Golden Triangle Chamber of Commerce (GTCoC) has welcomed all consequence management steps against Dyakala, whom it says has gotten away with gross financial mismanagement at ELM for years.
A series of internal investigations by an independent firm of attorneys is said to have already been completed against Dyakala and with disciplinary proceedings set in train as early as this week.
Leseane would not confirm or deny if he was in fact suing Dyakala in his personal capacity and at his own cost for extensive comments implicating him in a variety of alleged tender corruption following Dyakala’s recent official suspension.
Leseane has formally asked the Gauteng Provincial Government to investigate all tenders awarded at ELM whilst Dyakala was in office.
GTCoC President Klippies Kritzinger has also demanded that Dyakala’s role in the 2019 illegal termination of smart meter service provider BXCSA’s contract also be investigated and consequence management applied.
“Billions were lost to service delivery by this illegal step by Dyakala and then acting Municipal Manager Oupa Nkoane – Dyakala was also incompetent in managing ELM’s agreements with Eskom and Rand Water, to which ELM also owes billions through reneging on payment plans.
“Dyakala and Nkoane severely damaged business in the Vaal by not paying service providers as demanded by Law – COGTA MEC Lebogang Maile must also investigate this,” Kritzinger said.
Dyakala’s internal ELM charges including severe gender abuse of former Executive Mayor Khetiwe Ntombela and for which a court protection order was obtained against him, have flowed from a constant stream of alleged anger management and abuse issues and incidents by him.
