If one look at this mess in Bernard Price Street, one can only come to the conclusion that there is absolutely no pride or shame left in ELM.
What does the manager of road maintenance feel/think when he/she sees this? Did the manager of the water infrastructure even reported that a massive trench was dug across the street? Does their manager hold meetings with them and follow up on progress? Did no traffic officers pass this and noticed the complete lack of warning signs?
