ELM officials to face disciplinary action

VANDERBIJLPARK. - Twelve Emfuleni Local Municipality (ELM) officials, with senior management among them, who are said to have been looting the local coffers are set to face disciplinary action.

This was revealed by ELM Speaker, Maipato Tsokolibane, as she made public the controversial Comperio report last week. The forensic report, one of the worst in the country, revealed corrupt acts that had been taking place at the ELM.
Speaking about the damning report last week, Tsokolibane promised no favouritism as she promised that every person implicated in the report will have to face the might of the law. Without mincing her words, she said the report of 2017/18, compiled by Comperio, highlighted a loss of R872 million in ‘unau-thorised, irregular, fruitless and wasteful expenditure’ in the embattled municipality.
Emfuleni is one of the municipalities in the country that is currently under administration. How the money was spent on irregular contracts, including lease and security contracts, forms part of the ongoing investigations. The media were informed that the forensic report was recently presented in a
council sitting for finalisation. There were some recommendations made that all officials implicated will be referred to the disciplinary board for suspension and/ or be expelled.
Tsokolibane said that criminal cases will also be opened so that those implicated can be charged. Emfuleni has drastically dropped down in terms of the service delivery and corruption.
A 2017/18 report of the Auditor-General Kimi Makwetu revealed that the municipality’s books were not audited. Amongst other things mentioned in the report, Mafoko Security company, benefited over R165m. This come after its contract was extended without following the Municipal Finance Management Act. Tsokolibane has appealed for calm as the final report will be out by January next year.
