SEDIBENG.- A WhatsApp recruitment process is apparently being used by Emfuleni Local Municipality’s (ELM) Public Safety MMC, Jan Moshoaluba, to recruit employees for a Points-men Project at the municipality.
A WhatsApp message from the office of Moshoaluba has apparently been doing the rounds among Ward Councillors requesting seven CV’s for the project. Sources said that the fact that Ward Councillors must submit CV’s on behalf of the residents opens the recruitment process to corruption further adding that the municipality must follow the proper recruitment processes of advertising jobs, enabling people who are competent and meet the requirements to have access to these opportunities.
The Democratic Alliance’s (DA) Kingsol Chabalala said that the party condemns in the strongest terms the ELM’s unfair WhatsApp recruitment process.
“We call on the Gauteng MEC for COGTA, Lebogang Maile, to investigate the authenticity of this WhatsApp message. The DA believes that a lottery system is the only solution to ensure fair access to jobs. The lottery system is free from political manipulation and will ensure that everyone has an equal chance of getting a job.”
In response to Chabalala, ELM’s Stanley Gaba, said that the increasing number of road users means that the municipality must improve visibility of traffic officers, who must also attend to other related duties such as accident scenes and traffic control during protests and that it is for this reason that the municipality initiated a process to appoint a service provider in a private public partnership to have traffic points-men at all busy roads to assist with the flow of traffic, protecting all road users.
“The service provider, Traffic Easy Flow, will be responsible for the project in its entirety, from recruitment to implementation. It must be noted that the service provider underwent all processes to apply for the project, in a process which was open, fair and transparent. There were no irregularities in appointing the service provider. The municipality regrets this and wishes to inform all residents that the service provider will undertake a fair, open and transparent recruitment process in due course.”
