VANDERBIJLPARK. – Emfuleni Local Municipality (ELM) recently introduced Traffic Management Technologies (TMT) that will last until December 2019. The new portable speed cameras are installed at unnoticed areas near the road. The grey colour portable speed camera looks like a smart meter electricity box. “This new equipment says, ‘See me now, come tomorrow and I am gone.’ There’s no specific selected roads for the portable speed camera.
“The TMT provides the required technology, software systems and management support in relation to collection of traffic fines,” said Stanley Gaba, ELM acting manager of communications.” Gaba said that the national treasury is expecting municipalities to collect fines payable to them (municipalities). According to the financial guidelines issued by the national treasury, a municipality has an enforceable claim against an offender and should therefore undertake specific actions to recover fines owed. Gaba said the TMT provides a back office administration and contravention management system for the processing of Municipal Court documents.
“The camera equipment will assist with the enforcement of stop signs, barrier lines, red traffic signals and speeding offences. The accident recording system is an intellect-driven system that allows for the mapping of high accident zones for effective deployment of traffic officers. Automatic Number Plate Recognition (ANPR) technology assists during roadside operations to trace offenders with any outstanding fines, be it a fine issued for building regulations, land use regulations, a by-law or traffic infringement.
“The system also allows for the scanning of a person’s ID number to ensure that all outstanding offences recorded, could be traced.” The Fine Recovery Unit (FRU) is responsible for the execution of warrants of arrest by conducting frequent roadside and door-to-door operations in conjunction with members of the SAPS and traffic officials. In addition this TMT will also trace the offenders with unsettled warrants of arrest.
