Troubling sights at Ballyclare Garden Site

While the management of the site itself has slightly improved, as seen by the Chronicle on a visit to the site on 19 November, the deteriorating walls, lack of structural maintenance and increased number of people stationed along Horbart Road has become worrisome.

Ward 103 councillor Vincent Earp confirmed that he continued to receive a steady stream of complaints regarding the state of the refuse site and said the overall maintenance of the site was lacking.

“People can enter the site at will at night through the holes and breaks in the precast walls,” he said. “Lights that are used at night to flood the site in light have been knocked over and broken, and the new building inside at the entrance has a tap that constantly drips as it can’t be closed properly.”

According to a resident in the area who preferred to remain anonymous, there appears to be a daily increase in the number of people on the side of the road near the site. “Some are selling art, furniture and even food while others are simply littering in the area,” said the resident.

The dumping and litter outside of the garden site continued to remain unattended as well.

Earp added that the issue was constantly being reported to the Department of Urban Management and Pikitup. “I have reported and complained about this site to the Pikitup regional manager. He said he would investigate but unfortunately nothing changes.

“I believe this is a management problem – poor management and supervision of this site has allowed the site to deteriorate to the extent that one wonders whether the approximately R2 million that was spent two years ago to refurbish this site was well spent.”
Pikitup was contacted for comment on three separate occasions but no response was availed in time for publication.
