Inclusionary housing policy to be discussed

RANDBURG – The Ward 102 will be holding a meeting at the Bryanston Country Club to discuss the City's proposed land use and inclusionary housing legislation.


RANDBURG – The Ward 102 committee is inviting the public to a community initiative meeting to discuss the City’s proposed land use and inclusionary housing legislation thanks to an overwhelming response.

Committee member for Ward 102 Cáro Naudé said, “The meeting is a community-driven initiative with the intention firstly, to inform residents of what they can expect and secondly, to create an apolitical forum to represent the interests of residents of Johannesburg and ensure they have a voice.”

The City’s proposed Spatial Development Framework for April 2019 defines inclusionary housing as a programme that, through conditions attached to land-use rights approvals, requires private developers to dedicate a certain percentage of new housing developments to low-income and low-middle income households, or to households that may not otherwise afford to live in those developments.

The Randburg Sun spoke to the City of Joburg’s assistant director of the Metropolitan Spatial Development Framework Thandeka Mlaza-Lloyd last year who said, “It is important to clarify that this is not ‘new legislation’. The City of Johannesburg’s Spatial Development Framework 2040 (SDF 2040) was approved in 2016, and with its adoption, came the endorsement of a policy directive on inclusionary housing.”

Since this endorsement, the Development Planning Directorate through its City Transformation and Spatial Planning Division has since been embarking on a process to formulate a framework of implementation.

Naudé said, “We would like to inform the community and other ill-informed residents in Joburg, as well those who might want to make use of the opportunity created to hear what the legislation means for them and what choices they still have in these matters and the impact of these decisions.”

The City has advised that the MMC for Development Planning Richard Funzela Ngobeni, the chairman of the Section 79 Portfolio Oversight Committee and other City officials will be attending the meeting and will be available to answer questions.

The meeting will take place at the Bryanston Country Club on 7 March at 6pm.
