She said, “A subcontractor to City Power, could not use the global positioning system (GPS) or read a municipal water plan and they caused extreme damage to the water pipe on Parkville Road in Buccleuch.”
Moodley said when she asked the workers what had happened, no one wanted to explain. “No one wanted to tell me who they were working for and whether they have the appropriate qualifications to be working,” she said. Moodley said she later found out that the workers were putting up streetlights in the area and were subcontractors to City Power.
Sydney Mphahlele of City Power confirmed that it was their subcontractor that damaged the water pipe on Parkville Road, in Buccleuch. He said, “The damaged pipe is being removed and it will be replaced by a new one.”
Moodley said the problem was that subcontractors employed inadequate workers. “There is corruption in the system and it is everywhere,” she added. “The municipalities always claim that they have no money, but they clearly have enough money to employ less than skilled artisans.”
She added that the workers were not even dressed in the appropriate protective working gear.
