Hurlingham ward councillors take action against illegal outdoor advertising

Residents are urged to remain vigilant and report any similar occurrences promptly to ensure timely intervention against illegal activities impacting the communitys visual landscape.

Ward 102 councillor Lucinda Harman spearheaded efforts to address an issue at the corner of Winnie Mandela Drive and Republic Road, Hurlingham, in a proactive move against illegal outdoor advertising.
About two weeks ago, Harman and a fellow councillor observed a large excavation at the location, often indicating an imminent illegal signage installation.

Despite initial reports to outdoor advertising authorities going unanswered, Harman remained vigilant. With the help of concerned residents, she was alerted multiple times to the possible signage installation.
Eventually, the Johannesburg Roads Agency (JRA) head of department for regional operations Khaya Gqibitole confirmed that the installation lacked the proper wayleave documentation.

“The wayleave is approved by the JRA regional wayleave office, which is responsible for verifying whether there is a wayleave in place for a specific project,” he explained.

He further outlined the procedures for applying for advertising signage. “Approval comes from the City of Johannesburg’s Outdoor Advertising Department and the JRA’s Traffic Engineering Department. A valid application is required for any outdoor advertising sign, and an approval letter is issued to the applicant.

“JMPD handles enforcement and they act once we discover or are informed of an installation.”
Despite these measures, challenges persist in enforcing regulations, particularly in high-traffic areas.

“While the JRA ensures road-related regulations are adhered to, the enforcement of by-laws falls under the mandate of the Johannesburg Metropolitan Police Department,” he clarified, directing further queries to JMPD spokesperson Xolani Fihla.
The installation has been halted as of now but the identity of the responsible party remains under investigation.
Harman concluded, “Illegal signage will not be tolerated in Ward 102,” highlighting the risks of visual clutter and road safety hazards posed by unauthorised signage.
