AS I UNDERSTAND, there is a criminal act called ‘loitering with intent’ and urinating and defecating in a public place is also a criminal act. Therefore, I suggest a complaint is lodged at Rosebank Police Station.

As far as the comment that ‘… I have reported to Metro police but they seem slow to act’. A charge [can be laid] against the head of Metro police under the Constitution of South Africa in that any citizen has a right and expectation of performance by a public body. A report to the Public Protector may solve the problem.
There are also vagrants living in Ethel Grey park.
