Parkview Resident’s Association is at its wits end with the Johannesburg Roads Agency’s service delivery

Philanie Jooste says Parkview's pleas regarding the JRA fall on deaf ears

The chair of the Parkview Resident’s Association, Philanie Jooste said the association received no joy after contacting the Johannesburg Roads Agency (JRA) regarding faded road markings and signs in the area.

Jooste reached out to the Gazette on September 13 and explained that the area had two accidents in Parkview the same morning, where both intersections had faded road markings.

“What makes this particularly infuriating is that both have been reported to JRA previously: Kinross Road in 2021 and 2022 and Roscommon Road in 2021. Both these intersections are close to four of our schools and these roads are used daily by parents and children, some of them on foot.”

She added that the Parkview Residents’ Association regularly reports problems (countless every month) in the suburb which include open electricity substations, leaking water meters, potholes, and missing traffic signs to faded road markings.

Ward 87 councillor, Bridget Steer said she was recently made aware of the fading road markings.

“JRA seems to have a lot of issues, there are stock issues such as no barriers, poles, or signs. There is only one road marking truck for Region B and only one truck to lift storm water lids to clear those drains.”

Steer added that another problem in the area is Joburg Water reinstatements because the JRA has been responsible for reinstatements from July 1, but this was not visible on the ground, “I have over 160 Johannesburg water reinstatements outstanding in my ward, and about 40% of them are over a year old.”

The JRA’s spokesperson, Bertha Peters Scheepers confirmed that the regional depot will complete all markings along Kinross Road and Dundalk Avenue in the second week of October.

“The JRA conducts regular road inspections as part of its road maintenance routine and is aware of the faded road markings in Parkview. In terms of scheduling road markings across Region B, which consists of 12 wards, priority was given to areas close to schools, shopping centres and public areas where there are higher traffic volumes and pedestrian traffic.”

Peters Scheepers added that the road entity periodically carried out road markings as part of its maintenance programmes (including repainting faded markings). Markings over speed humps tend to fade quicker due to the friction which takes place as vehicles drive directly over them.
