Both puppies were tied with wire, locks, and rope around their necks. The little one was also drenched in some sort of oil and they both were covered in ticks and fleas.

“After a nice bath, they both got dewormed and had a nice meal. They have been sleeping the whole afternoon. This just shows you how important sterilization is,” said the SPCA in a statement.

Randburg SPCA added that unwanted animals are left to roam around and then are open to abuse like this. Also, when litters are given away to ‘good homes’ not thinking of how they are giving away unsterilised dogs that will just continue to breed. How they survived is beyond us.
