Increase road safety through traffic calming measures

Many residents have expressed their concerns over motorists who speed in the Parkwood area.

Ward 117 councillor Tim Truluck shared the process which residents can petition for traffic calming measures with the Johannesburg Roads Agency (JRA).

JRA states that the Office of the Speaker is the custodian of petitions. “It is therefore the duty of the Speaker to promote and facilitate a fair and equitable process of considering petitions submitted to the council in terms of the current petitions process and policy,” states JRA.

Any applicant wishing to apply for traffic calming (speed humps), must submit an application via one of the following two processes:

A petition registered with the petitions committee at the Speaker’s Office and given a reference number. (City funded, but Truluck advises this will take many years as there is a backlog of thousands of requests).

You can use a mix of online and physical forms:

• A letter of acknowledgement is sent to the petitioner
• The relevant ward councillor is informed of the petition in his/her ward.
• The petition is referred to the affected department or a municipal owned entity (MoE) for consideration and response.
• The department/MoE considers the petition and submits either a progress report or a report and closure form to the Petitions Standing Committee.

Alternately, any self-funded application can be submitted directly to JRA with the following supporting documentation:

• Traffic safety audit (feasibility study)
• Signed community and or business support
• Ward councillors’ support (official letter)
• A letter of support from the City of Johannesburg’s regional director’s office
• A supporting letter and or enforcement statistics from the Metro police.
• The above documents must be submitted to JRA traffic engineering division. All applications are assessed in accordance with the City’s Traffic Calming Policy.
