Review on water service by-laws up for public consultation

JOBURG – The proposed changes would also address the mitigation of risks of water shortages.


Residents of the City will have an opportunity to make contributions to the proposed changes to water services by-laws during public consultation meetings that would be held from April until June this year.

Council speaker Nonceba Molwele made this announcement following the approval of the proposed changes for comment on a council meeting that took place on 27 February. According to Molwele, the proposed changes would address, among other things the mitigation of risks of water shortages, to strengthen the regulation of the use of water and to outline offences and penalties related to non-compliance.

“The proposed revision of the by-laws is intended to strengthen the regulation of the use of water services at households and industrial level, the prohibition of misuse of services and protection of water infrastructure. The changes also outline offences and penalties associated with non-compliance within the provision of the enforcement of bylaws and legal matters.”

Molwele said the revised water by-laws came after a rigorous process that included consultative workshops with various stakeholders. “The City of Joburg is [aware of] the challenges faced by major cities across the world in relation to high water demand and water scarcity. The revised water by-laws followed a rigorous process that included consultative workshops with various stakeholders.”

Furthermore, Molwele encouraged communities to participate in the process to ensure that the outcome is a true reflection of the will of the residents.
