Residents object to proposed four-storey development on Dundalk Avenue, Parkview

PARKVIEW – Town planners say developers have no intention to create a significant retail facility.

 


A number of Parkview residents are up in arms at a proposal to rezone three adjoining properties (number 63, 65 and 67) in Dundalk Avenue to ‘Business 1’ to create a mixed-use four-storey development including shops, restaurants, offices, medical suites and residential units.

The application by GE Town Planning Consultancy CC also seeks to remove the restrictions prohibiting the sale of alcohol on these properties.

Parkview resident of 43 years Noga Patz and the Parkview Residents Association (PRA) discussed their objections with the Rosebank Killarney Gazette.

Patz described the proposed development as ‘intrusive, dominant and incompatible’ with the suburb. She also opposed the idea of selling liquor on the property, stating that this could become a public nuisance.

While the proposal from the developer stated that ‘the proposed land uses would satisfy the market demand and strengthen the overall character of the area’, Patz disagreed.

“The existing commercial node in Tyrone Avenue sufficiently caters for the needs of the community and is much more in keeping – in terms of its scale and tenant mix – with the character of the suburb,” said Patz, adding that the proposed development was not needed by residents and would face parking and infrastructure challenges.

PRA chairman Marion Hester said that the association strongly objects to the application and sent a letter to all their members, encouraging them to submit individual objections.

“The PRA is concerned that the development of the combined site will have significant and negative impacts on the nature and functioning of the established businesses in Tyrone Avenue and the neighbourhood as a whole. The applications would permit the expansion of restaurant and entertainment activity into the area adjacent to sensitive residential uses,” said Hester.

The PRA also believes that the application lacks substantial information to justify the need for the development, mix of land uses and extent of land uses. Hester also pointed to how the proposed development will change the primarily local function of the Tyrone Neighbourhood Node to become a wider trading area, bringing with it issues of traffic, parking and a number of other challenges.

Hester said that an application has not been submitted to the Provincial Heritage Authority to demolish the three houses, which needs to precede any applications for changes in rights.

Town planner José Monteiro of GE Town Planning said the anticipated development will comprise mainly of residential units, offices and medical consulting rooms. “There is no intention to create a significant retail facility,” said Monteiro.

He said that among other things, the facility will offer increased economic opportunities for small businesses, prevent deserted residential spaces during office hours, promote sustainable and vibrant living conditions and create upmarket housing stock in line with council transformation guidelines.

“The developer has appointed a civil engineer to identify and mitigate any issues with traffic, parking and limited infrastructure,” said Monteiro.

According to Monteiro, 41 on-time objections and three late objections were received. He explained that meetings have already been set up with the PRA to address issues. The process will culminate in a municipal planning tribunal hearing where objectors will be provided with an opportunity to voice their concerns.

“The intention is to modify the land use applications where possible to incorporate and address concerns raised,” said Monteiro.
