They should do it right the first time

I would like the residents of the Roodepoort area to be alert and check their water account readings.
I received my statement and noticed that it was higher than normal. After careful scrutiny I noticed that the bill was estimated for a 50-day period ending on 03/11/2016.
I read the opening and closing reading and realised that they were doing something completely illegal as well as wrong. My closing reading on my water in September was 9994. My closing became my opening for October.
As per my bill my estimated meter reading closed on 50486. This was not right. I went to the meter to check.
1. It was dirty – so how would they have read it?
2. My reading was 10047. Where did 50486 come from?
3. I was also charged the new step rates .
I went to the office to check my bill and was told they had read it wrongly and someone would read it again. Why are they not doing their job right the first time?
