City warns Diwali observers about the use of fireworks

With Diwali here, observers of the holiday have been given strict instructions by the municipality about the use of fireworks.

The Hindu Festival of Lights signifies the victory of light over darkness, good over evil, knowledge over ignorance, and hope over despair, and is a widely celebrated religious event with millions of people coming together to revel in the occasion. Fireworks form a big part of the celebrations; however they have become a hazard, not only to adults, but to small children and animals.

The City of Johannesburg has strict by-laws all must follow and has issued a set of guiding principles about the use of fireworks:

· No person may deal in fireworks unless he or she holds the required fireworks licence in terms of the Explosives Act 15 of 2003;

· No person under age of 16 may use explosives without adult supervision;

· Fireworks must not be used inside any building, on agricultural holdings, in public places such as schools, old age homes, hospitals, where animals are present, or within 500m of an explosives factory or storage facility, petrol depot or petrol stations; and

· Revellers must use fireworks in accordance with the manufacturer’s instructions.

The City added that this year’s Diwali has a set time for letting off fireworks, assuming all guidelines have been met.
