City Cleaning Levy (CCL) will upset you

Over and above rate increases, you'll be expected to help pay for Pikitup cleaning the rest of the city.

Not only has Pikitup, the city’s waste management entity, restructured their entire tariff policy but they now expect every single household to contribute to a cleaner city by paying a City Cleaning Levy (CCL) in addition to increased normal waste collection rates.

According to the request put forward for the approval of proposed waste management services tariffs for 2016/2017, the tariffs, once approved will be effective from 1 July.

“The new tariff policy requires businesses and residents as a whole to contribute towards waste management services as well as the city’s cleanliness. The policy moves away from charging residents based on the number of bins to charging a tax in a form of a levy to all businesses and domestic customers,” the proposal states.

The tariffs Pikitup are proposing are expected to generate sufficient revenue for Pikitup to fund its operating budget, if implemented as-is. Free basic refuse removal services are still to be provided to residents of properties valued at and below R200 000, as well as to indigents’ households. These residents are also exempt from paying the new CCL. The CCL, which was an existing levy charged to business properties in previous years, is to be extended to domestic dwellings valued from R200 001 to over R5 million.

According to the proposal, “the new tariff policy emphasises that every resident within the city should contribute towards a cleaner city… in light of this, we have extended the CCL charge to domestic customers as well, which is a new charge for them”.

The CCL is proposed to be implemented for domestic dwellings according to the following charges:

• Properties worth 0 to R200 000: Exempt

• Properties worth R201 000 to R500 000: R30 per month

• Properties worth R501 000 to R750 000: R37.50 per month

• Properties worth R750 001 to R1 000 000: R46.88 per month

• Properties worth R1 000 001 to R1 500 000: R58.59 per month

• Properties worth R1 500 001 to R2 500 000: R73.24 per month

• Properties worth R2 500 001 to R5 000 000: R91.55 per month

• Properties worth R5 000 000 and above: R114.44 per month
